Kelly Ross has been appointed Managing Director, Loss Prevention for CJA/JVC as of February 1, 2020.
Kelly brings over 23 years of law enforcement experience as a police officer with the Royal Canadian
Mounted Police (RCMP) specializing in crimes that involve diamonds, gemstones and precious metals as
well as being the lead Canadian delegate to the FATF Diamonds/Money Laundering typology review. He
has investigated hundreds of criminal cases involving diamonds, gemstones and precious metals. He has
also been designated as a Judicial Expert on the Criminal use of Diamond, Gemstones and Precious
Metals in several Canadian Jurisdictions.
For over 17 years Kelly has trained hundreds of police officers over dozens of police agencies on the
criminal use of diamonds, gemstones and precious metals. Much of this training was in partnership with
Jewellers Vigilance Canada (JVC). In addition, he holds a M.A. degree of which he specifically researched
the use of diamonds, gemstones, and precious metals by criminal organizations. In 2008 he published a
book titled “The Fifth C: The Criminal Use of Diamonds” and he has written for several law enforcement
and industry journals.
Since 2018 Kelly has volunteered on CJA’s Loss Prevention Committee as Co-Chair.
Kelly’s credentials, among others, include a Masters of Arts Degree in Criminal Intelligence Analysis,
Gemmology Diploma (F.C.Gm.A.), Accredited Gemologist Diploma and a Certified AML Specialist (CAMS).
